P1282 -power to pump relay but not to fuel pump

The truck shut down-had it towed home-checked fuel pressure--no fuel in line --checked pump relay--it would click when key turned on-changed it anyway--no difference--checked all 4 wires to fuel pump--no juice in any--the engine light also blinks 12 times when key is turned on--Thanks--Jim

Pull a code by using the dash, by cycling the key to the on and off and off and leave the ignition on. see if it gather code. When the ECM does a flash this is more of a PCM problem.
