What do I need to look for to fix c1946 code

Question

Just had the leather seats removed and reupholstered. Everything plugged in but airbag light came on.
Code c1946. Have tried unplugging and plugging, reset etc but light keeps coming on.
2001 Mercury Sable LS 87,000 miles
