hard to restart after refueling

2010 ford fusion2.5 w/a code p2196 hard to restart after each refuel,also when in traffic or at stop lite engine acts as though it wants to stall-but doesn't,also when at a dead stop car is sluggish or slow to respond when accelerating .

If this vehicle is a Hybrid , then TSB # 12-3-19 For Emission on /Multiple EVAP DTC set. would apply for you, This TSB was produced by Ford for this condition, what is required would be the replacement of the  evaporative emission cansiter purge valve.
