what do i need to replace to fix a voltage/starting issue on a 2008 honda civic lx?

I am having periodic starting issues with a 2008 Honda civic . The battery is new, the alternator and starter tested fine. The system charges the way it should and the battery holds a good charge. Periodically, for no discernable reason the car will not start. It will however jump with cables and sometimes with a box. Every time it fails to start is gives me the 61-1 which correlates to a voltage spike. The car is bone stock. Even the factory wire ties are in place. What do I need to replace?

Battery terminals, you have a bad contact that hidden in the cable of the battery terminal.

 Honda are popular when it comes to battery cable  and terminals corrosion., here we had to cut a the cable to rid it of 1/2 corrosion that hid  itself into the cable, then put in a universal connection for the battery terminal.as long as it clean and tight you should have any problems with this type of connection.
