What is wrong with this Car

I have a '04 Hyundai Elantra GLS , I've taking it down for a Smog Check and the Results " Rejected" do to All Readiness Uncomplete. So Ive Driven over a Thousand Miles , Running a OBDScan tool Daily, I haven't Cleared any Codes even when The code P0501 pops up every other day, please Tell Me what could possibly be the Problem ?

P0501 Vehicle speed sensor (VSS)  range / perfromance

As long as the CK ENG LT is on the monitor for the emission test will not set and will always be incomplete plus it would fail the function part of the emission test. Satisfy the VSS code condition if you drove a thousand miles you already surpassed the cost of a repairing VSS.
