P2118 Toyota - Corolla 2006

Question

2006 Corolla the car was ok except for the lights, I was told that is where the fuses for the lights were, I seen 3 fuses 40,40,30 amp.i pulled a 40out it was ok, put it back in ,that's when I went to go start the car, engine light on, very little throttle. Put on meter p2118 code electric throttle actuator. Un plug battery , 5 min. No luck what was that 40 a fuse for can I reset with out dealer
