This is a lean code for bank 2 on the truck, likely hasn't got anything to do with the oil smoke you are seeing because that would not generate a lean code. The low power could be caused by an internal issue with the rings, but the code is usually a result of intake manifold leaking vacuum or some other type of vacuum leak. This can also be a result of a bad mass air flow sensor, although that normally affects both banks, and finally, it could be an issue with the O2 sensor on bank 2.
