P1565 Volkswagen - cranks but wont start

Question

I just did a head gasket job , and put everything back together and now it cranks but wont start I am getting gas pressu re and power to the sparks and the timing its 100%
I recently got the p1565 code also please help

P1565 Idle speed control low voltage during adaptation

There are 2 way you can get this code the ECM is not getting power or you have a missing ground.
