2007 Dodge Charger V6 with engine code P1004, will it help to change out the PCM first?

This code indicates an issue with the short runner valve. I would start with the short runner valve first, and if replacing that hasn't solved the issue, then check the wiring. There is a factory service bulletin on your year and model.
