1997 GEO Metro 4 Dr 1.3L 4 Cyl with engine code P0172

Question

Can a bad catalytic converter cause this? I have a 1997 GEO Metro 4 Dr 1.3L 4 Cyl It is getting poor gas mileage. I changed the 02 sensor upstream and EGG valve

Bad catalytic convertor that is partially plugged then yes, P0172 is fuel trim too rich , timing  belt that is out of alignment can cause the is code condition. Low coolant level or even no thermostat will cause P0172. A plugged PCV valve that always happens on this engine  are usually the main reason for this code conditon.
