I originally got a PO138 code and after changing downstream O2 sensor I got the same PO138 PLUS the PO031 and I am stumped.

Vehicle: 07 Toyota Avalon V6

P0138 oxygen sensor circuit voltage high Bank 1 Sensor 2

P0031 oxygen (A/F) sensor heater control circuit low Bank 1 Sensor 1

The wrong sensor is installed. See if you can get the extended warranty that Toyota has out for this, and this means you need to put the old 02 sensor back in place, The TSB # T-SB-0114-08, what Toyota would do is change the exhaust gasket and exhaust manifold, The new 02 sensor you have  is not compatible,they changed the 02 sensor and wll require the exhaust manifold to be change
