P1601 Serial communication malfunction

This is the IPC (instrument panel cluster) , you need to use a scan tool that can read the data from the instrument panel or another IPC. the data that is given to the IPC is from the PCM that why another IPC or a scan tool that can read data from the PCM about the IPC data.
