How do I check the operation of the variable valve timing control valve?

check both banks and compare them 

service bulletin does not say a voltage, might be 12volts

if you have not replaced your oil in the last 4k, replace the oil and oil filter first.

if your timing belt have not been replaced in the last 80k miles you will have to do that and also check the timing
