Yes it can be due to a failing 02 sensor, in order for the catalytic convertor to work properly the 02 sensor has to go from lean to rich., what affects the ability of the 02 sensor from going to lean to rich can be from the 02 sensor being degraded to vacuum leaks afffecting fuel trim causing a lean condition or fuel pressure, Even a mechanical condition can affect the operation of the 02 sensor.
