I got the engine code P0420 on my 2000 Chevrolet Monte Carlo 3.4L, I've changed both O2 sensors and the cat light comes back on what next

If you still have a light coming on for a bad converter, then it's time to replace the converter. After a while they don't clean the system well enough and you will still get that code.
