P0441 Evap purge system performance

This may not be related to the fluctuating fuel gauge, On some vehicle yes it would set a EVAP code where the FTP (Fuel tank Pressure) sensor would set a EVAP code, This vehicles uses a NLVD (natural leak detection pump) which does not rely on a fuel level. This uses a "gas law" theory which is capable of seeing small and large leaks. The most probable  cause for this code is the vapor hose tends to rot, use a visual inspection to check the emission hoses  and especially the purge hose check it for rots or failed evap hoses
