most likely the camshaft position sensor bank 2  is bad if you have p0345 but that would not cause the car not to go over 25mph (maybe there is a transmission problem)

do you mean that car wont rev over 2,500 rpm? is so that is because the computer put the engine in fail safe mode so it does not get damaged or harm under some engine codes.
