P1259 2001 Honda Accord

Hello my car is reading P 1259 and I have no idea what the reason might be. I have a Honda accord 2001 VTEC model with a UL EV engine. My transmission was recently replaced as well as my catalytic converter my distributor and my exhaust was welded. The transmission runs well however the car cannot accelerate over 25 mph. The car shuts down once it accelerates past 25 mph. What could be the problem?
