I connected a multi-metter to the wire harnest connecting to the canister and I wasn't getting any voltage/current/ power to the canister.

Isn't the canister always suppost to be receiving power?

I just changed both of the Air fuel sensor wires, if incorrectly install would tis cause PO446?

Vehicle: 2001,toyota, camry 2.2L

have you check broken, cracked or clogged intake and EVAP hoses? That is the first step along with replacing the gas cap with a New Orginal toyota gas cap

vsv for pressure switch valve is by the engine bay
