State emissions station cant connect to my 03 Civic ECU? My Scan tool works fine.

Question

I went to the emissions station and when they connect to my diagnostic port the computer reports unable to connect. I have no CEL and my scanner works fine as well as my laptop with a scanner software.
I recently replaced the rear O2 and have driven around 300 mi in the last 3 weeks without throwing any codes.

If the emission test can not make the connection and you can make the connection with a scanner with no problem then this is the emission test station having the fault.this is something that they have to resolve with their tester
