can i get the service code for my car opel astra 2002 1.2

Question

i lost the inner chip of my opel astra 2002 1.2 key so i cant start the engien with that key .. i went to key service center but he asked for the security code. i called opel service center in my country alexandria /egypt and gave them all the informations but they said that they dont have my code in their system and the have to contact the factory in germany to get the code , and this will cost me 230 L.E ..
