1996 Toyota Tacoma 2.7L 4 Cyl with engine code P0402

Question

I have a 96 Tacoma 4 cyl trouble code p0402 - probable causes?
I have a good gas cap/replaced battery/ cleaned out egr tube/ replaced 2 relays at/near the egr/ replaced the egr switch/ engine light is ON and runs fine
probable causes of excessive exhaust flow?

P0402 EGR Flow excessive

The EGR vacuum modulator , that or the hose is misrouted, If the vacuum hose is correct in the vacuum modulator is a filter this tends to plugged up and opens the EGR when it is not needed, (You would have to remove the cover to access it)
