what is wrong when you get trouble codes p0751 and p0720 at the same time

On my truck. trouble codes p0751 and p0720 are coming up. I have no forward gears and it will not start unless I unhook the neutral switch and short it to the battery. Could this be a bad PCM

Vehicle: 2007 Ford F-250 Lariat Outlaw. 6.0l powerstroke diesel
