P0730 Honda -

Question

If my car doesnt accelerate, like i step on the accelerator, and it wont move, but then all off a sudden it revs to 4 rpm and moves, and it constantly keeps doing that, any ideas what it is?

the car wont want to go above 30 MPH and then it just randomly starts to speed up.
