This camry LE at this year Make and Model take a Airflow sensor . A airflow sensor is two sensor acting as one sensor. , The output of a A/F is opposite of the conventional 02 sensor. When the signal voltage is high this is a lean condition and lower voltage at a rich condition. 14 % at idle  you have a rich correction for a lean condition. Check the MAF (mass airflow ) air duct for any tear or rip that can produce a lean condition.You may also what to do a MAF cleaning.
