P1361 Buick - Would this code ever be reported beacause of a bad transmission?

Or is it more likely that a recent replacement of the harmonic balancer requires a relearn?

The dealership is telling me its the transmission, but the tranny has not exhibited any bad symptoms. I recently had another shop replace the harmonic balancer, and the engine now runs as if the timing is bad. The dealership disagrees.
