Does a P0463 code indicates only a bad fuel level sensor?

the motor idles fine. However there is a surging in the engine while you're driving. fuel pressure is consistent on the rail. 12 pounds.

The code is for the fuel level sensor, but it could be a wiring issue to the fuel pump. Also, 12 psi is to low a fuel pressure for this truck to be running at the rail. It's likely the fuel pump module needs to be replaced.
