P0007 -Fault ford focus 1999 tdi diesel

Question

Hi i got ford focus 1999 tdi enduro and i got problem whit the fuel pump its start the car 2 from 10 times and its giving me error P007f i cant figure out wats wrong whit it pls help..
ive checked the pump and seems to not have enough power to pump the diesel in and its reversing it back from the engine to the fuel tank as soon i switched ot and then u cant start it unles u inject manually diesel PLS PLS PLS HELP ANY IDEAS
