What could be the cause of an engine light not to appear?

What could cause an engine light of a QR20 (1998) Nissan not to appear on the dash board when the ignition is on? Could that cause a car not to start?

its possible the bulb is bad (if you just bought the car is possible its missing I have seen it on older cars they remove the bulb so you dont see the engine light on)

I would use an OBD scanner to check for codes
