. code p1361 and security light on

Question

I have a 1996 grand am. I have a security light on and sometimes car will not start. I have tried to reset by leaving key on for 15 min. then start car but sometimes if I just leave car sit it will start in a few hours. car will not crank over when this happens. now I get code p1361. my question is...will this starting problem and security problem be caused by the module being bad?
