how to set up OBII meter to check cam retard

cam and crank alinement is good , sensors are new, distributor was miss aline and I think its in right. I have DTC, P0171, and P0174, andP1345. The engine runs almost great, except at about 60 mph no more power, and at stops with a load it has a tendency to lug. could it be I'm one tooth of on the distributor.

P1345 the only way you can get this code is when the distributor is not timed right, you will also get the lean bank codes, GM has produced a TSB for this, the inner part of the distributor can be out of specification which will lead you out of time.
