Engine light comes ON and engine remains at idle with no acceleration

Toyota Amazon 1999 model, while driving the engine runs down to idle and there is no power, yellow check engine light comes on. Idle is perfect, but it's not possible to accelerate. switch the engine off and re-start and all back to normal until the next time. Also when starting engine stalls and sometimes it's necessary to give some throttle for it to remain running. it is rich when starting.

if your engine light is on you are suppose to use an OBD-II reader to get the code, without the code you dont know what the problem is
