P0420 Volkswagen, dont have a catalytic converter so what could cause the P0420

I ran the codes and getting hesitstion on starting car, got a P0420.

Not having a catalytic converter will cause the code to come on, becuase the oxygen sensor thinks the catalytic converter is not working. 

using non fouler oxygen sensor might work
