This code means there is a DTC when there is a DTC ABS (if equipt) and TRAC is disabled, this code is not related to a spongy brake system. On the brake the sliding pin of the brake caliper is if it does not allow it to slide freely this tends to give a low brake pedal, , the rotor if way below specification will also give a low brake pedal.
