P0223 - how to trouble shoot the tps with multimeter?

Question

I want to see if the TPS is bad or the problem is in the wiring harness. I have a multimeter and a OBD2 scanner.

P0223 Throttle position sensor 2 circuit high voltage

This code condition occurs when the voltage of TP sensor 2 is more than 4.59 volts for more than 1 second. this would mean either a high resistance or a open circuit. There has been a TSB about this condition Bulletin # 12-06-04-003.
