I have a 2008 Saturn Vue reading code P0016

The car ran low on oil and it sounded like the lifters (?) started clicking. I changed the oil and the clicking noise stopped but the fluttering sound while idling continued. Sometimes it won't start on the 1st attempt but always starts on the second try but all the lights in the dashboard light up. The car will not go faster than 100km/hr and I am wondering if this is because of the CMS position sensor or what would prevent the car from accelerating past 100kms/hr.

With P0016 the car would have driving issues, such as cant go over certain kms/hr.

you most likely you have to replace the CMP actuator solenoid valve
