P0131 Low voltage in primary 02 sensor (sensor 1)

This is the primary 02 sensor , low voltage produced , to test this code condition with the vehicle at operating temperature , you disconnect the primary 02 sensor, using a scan tool disconnect the primary 02 sensor, the scan tool it should read above 0.5 volts, if it does you replace the 02 sensor. If it doesnt check the connection especailly the fuse for this
