P0138 2000 4.0 L Jeep -TJ; returns after sensor is replaced

2000 Jeep Sahara 4.0 L. non-California (two only O2 sensors), with 28,000 miles, used intermittently, recently idle for months.
Check engine light on. codes p0132 and P0138. O2 sensors replaced. After 10 miles, light on again with P0138 signal. Online, indications are that there are other causes of O2 sensor faults aside from O2 sensor failure, such as fuel contamination, incorrect DRB signaling, intake air or exhaust leaks. How should I proceed?
