P0317 -rough road hardware not present? Dodge Ram Hemi. what is it?

2004 Dodge Ram 5.7 Liter Hemi. Code P0317 ( rough road hardware not present) I can not figure out what this.The truck does ride rough. Whenever  you a bump the back starts to bounce almost like the shocks are gone. I replaced all 4 tires and shocks.Checked the tire pressure. also replaced all bad front end parts and had an allighnment done.I dont even know if theyre related or not. Anything you can do to help would be great. Thank you!
