how do I fix this code P006B on a 2008 Ford 6.4 diesel

This code P006B comes up and sometimes causes a P2563 and P2263 with no low speed turbo boost

This is the turbo charger actuator that can cause this , The way it works is if the temperature is greater than 239 degrees F. the actuator will not respond. or if the coolant temperature is too high. See if this Recall # 11B23 was performed.The system exhaust may be plugged.
