P0139 - ... and ... PO133, PO159, PO153: All four O2 sensors slow response

Question

When all four sensors throw the "Sensor Circuit Slow Response" code, what would most likely explain that?
The car is recently purchased. Altitude in town is 6512. At my house it is 8100.

P0139  02 sensor circuit slow response bank 1 sensor 2

P0133 02 sensor circuit slow response bank 1 sensor 1

P0159 02 sensor circuit slow response bank 2 sensor 2

P0153 02 sensor circuit slow response bank 2 sensor 1

This is also a indication of a vehicle that is mostly in storage, have  fuel injection cleaning , not the one you put into the fuel tank , the one that is tapped into its fuel line.
