i have a toyota camry 99 and when i start it with engine cold the rpm are too low and engine turn off why?

Neither one of these code condition will cause the symptom that you have. The EGR is a emission device that control nitrates of oxides or Nox a pollutant. The vent control malfunction code  this is for capturing raw fuel and storing it in the charcoal canister, When you start the engine the IAC (idle air control) maintains a desired RPM to low the engine stalls out. Do a throttle body cleaning and clean out the IAC passage which is in the throttle opening.
