P1604 after engine off vehicle not start after 30 to 40 minuets start

Lexus ES350 2012
Code P1604
when I start this car in the morning its ok
but when I stop car and switch off i can't start.
After sometime like 30 to 40 minutes its become normal
We replace ECU & relays but still same
anybody can help

Is the ECU on the latest update? there is a service bulletin for an ECU update

ECU brought from agency

Note: still same problem  With new ECU or old ECU
