The heater part of the 02 sensor is used to bring the sensor and maintain a operating temperature for emission control. P0141 means the heater can not maintain a proper temperature for the 02 to work effectively this failure can be with the heater circuit which includes its relay and the hearness, When a 02 sensor fails its heater circuit degrades
