P0136 Subaru - Does it always make check engine light come on?

vehicle stalls while driving, restarts good. code reader shows code PO136, PO500. But no check engine light.

P0136 Rear 0xygen sensor circuit malfunction

P0500 Vehicle speed sensor malfunction

Neither one of these code condition will cause the engine to stall out, As for the VSS code it also causes the transmission temperature light to come on (if equipt with a trans temp light) and it is very common for the sensor shaft to seize and break inside the sensor. For the rear 02 sensor , If there is a P0130 code (Front 02 sensor) you repair the front 02 sensor and leave P0136 alone.
