KOER failed on emissions test. What must be done to correct it?

Completed emissions test. Everything Ready/Pass except for KOER.

What exactly does a failed Key On Engine Running mean and how do I go about fixing that?

KOER does the CK ENG LT come on? There is a function test that needs to be performed, when you first turn the key on the CK ENG LT should illuminate, if everything is okay it should then turn off. If that area fails the light bulb should be replaced.
