2001 Civic wont start/run without code reader plugged in

Question

Replaced engine due to timing belt disaster. 1.7 engine 50k miles runs great otherwise. Without the code reader plugged in and key on there is a strong clicking coming from a relay behind the glove box. Also there is no spark at the plugs. I also don't think the fuel pump starts untill the reader is plugged in. If you are driving and you pull the reader the car will die. Any help would be appreciated.

have you checked the fuses?
