P2252 - after replacing all o2 sensors I am getting error code p2252, why?

P2252 Heated Oxygen sensor offset circuit low voltage

For this code condition to occur one or more of the 02 sensor has failed, which can be due to the 02 sensor itself the 02 sensor circuit, a damage connector or ECM. Anytime a 02 sensor show a negative current this is a shorted 02 sensor,A replacement is required.
