2000 Toyota 4Runner V6 with engine code P1780

Question

OK, this may seem crazy, but I have a 2000 Toyota 4Runner V6 with a p1780 code showing. The truck won't shift gears or goes into neutral when the brights are on and the heater/ ac reads in Celsius vs Fahrenheit. Once brights are turned off everything works fine again. but sometimes when first cranked it hesitates before changing gears unless we wiggle the shifter.
