Code p1148 2000 V6 Nissan Frontier not previously asked. Is it a faulty O2 sensor? Thank you!

My 2000 V6 Nissan frontier shows a P1148 code on the OBDll scanner. Open closed loop #1 bank. Is this most likely a faulty O2 sensor I tested it yesterday and got 4 ohms on the sensor no shorts or ground and I have 11 volts at the plug with the key turned on.

usually the oxygen sensor is test with the car at 2,000 rpm, you can't check for continuity and get a correct reading.

but most likly the oxygen sensor on bank 1 sensor 1 (RH passenger side) is bad if there is not wiring issue.
